Write each risk-benefit assessment once, in a library. A term picks the ones it needs, every session carries a frozen copy as it stood that day, and each leader reads and signs on their phone, offline. Change an assessment and everyone is asked to sign again; tidy a typo and their signatures stand. Uploaded PDFs travel with the session too.
